I have a similar half-flown RT ticket. Called UA today and was told that since the ticket was issued before March 2, the waiver applies. With the waiver I only need to complete the travel within 24 months from the outbound flight date. In my case the ticket was issued in July 2019, outbound flown in Aug 2019, and I was told that UA made a note on my reservation so the ticket validity is now until Aug 2021.

I've contacted UA again and they verified the following:
1) June 30th deadline does not apply to my ticket (Issued in Feb 13 2020).
2) As this is a partially flown ticket, the validity of the ticket is 1 year from the date of departure (Feb 23 2020).
3) Change Fees are waived.
4) Pay fare difference only (hopefully it's not gonna be alot).
