All passengers still receive a 100% voucher credit with no penalty and DL loses out on the 10+ passengers who would have paid good money for the flight but it was sold out so they were forced to travel on AA.
Pre-Covid DL would get to keep $200 per no-show plus get to keep all of the miles used for no-show award tickets.
There is zero incentive for no-show passengers to cancel in advance. This is unsustainable and cannot last.
as long as the passengers keep the credit and don't get a refund, DL still has their money so they aren't losing anything. In fact, people may have purchased very cheap fares in the hopes that they could travel by now, and they don't show up because they can't or don't want to. So when they use their credit flights may be more expensive and they'll have to tack on some additional cash. That's certainly not covering the $200 CXL fee, but it's def more money in DLs pocket.
