Yes, and the "emergency" 1 year limited validity US passports issued locally at embassies/consulates using the visa stickers for the biodata page can also be replaced without additional fee at the embassies/consulates to do the same as mentioned above.
That said, my post quoted above was mostly about applying for US passports at embassies/consulates and getting back full-duration -- 10-year/5-year/4-year -- regular passports whereby the completed biodata page is printed onto the passports in the US before the passports are sent to the embassies/consulates for delivery/pick-up. Then it's not possible to do as suggested in the post above (to get extra time for no additional fee).
