Citi is indeed issuing the credit out of its own pocket.
While I understand this can be easily abused, Citi is quite clever on this, as it can save tons of resources to focus on something more important, especially when you can "request" the "credit" online, unlike other issuers like Chase.
My estimate is the cost of each dispute, regardless chance of success, is about $30.
