For CZ, nearly every govt page and article I have found just says that foreigners from orange/red countries need a test to enter, but one page only, says that foreigners from orange/red countries still are not allowed entry for tourism purposes, even if they have a test (
here). I've emailed the govt to try to get clarification.
Unfortunatelly, the source you linked is correct. Residents of medium-risk countries won't be able to enter at all.

It essentially says that from 15th of June 2020, it is forbiden to enter Czechia to all foreign nationals who weren't Czech residents on 12th of March 2020 - that doesn't apply to list of exception below. The exception reads "for citizens of the European Union with confirmation of temporary residence, or permanent residence in a member state of the European Union or other states of Schengen Area with low risk of COVID-19 infection" (followed by legal giberish).
That means residents of medium-risk countries won't be admitted.
Regarding the AT border discussed above. I took a short trip to Austria today. I entered via the highway border crossing at A6 and there was a brief police check. I showed my (Slovak) ID card and was let in. The car with CZ licence plates that was queueing in front of me got a bit longer treatment (maybe a minute). I returned via Berg border crossing and there was no Austrian police presence in either direction, therefore no one was checking people going into Austria. There was a bored Slovak policeman, but he didn't seem to care about anyone.
