The answer is in the fare rules for the particularily ticket. These are not easy to read and can be found by going to the reservation and looking for "fare rules"

In that discussion, I had a similar understanding as the agents are telling you but that appears to be the old practice.

Does this mean it has no value at all or ticket still have value since we didn't cancel.
I see the updated waiver on UA website means it should 24 months from date of travel?
