2 factual information:

1. The e-Channel label does not expire. But you need to get a new label for each of the replacement passports. The membership is irrelevant once approved, i.e. you can get a new label even you no longer hold the initial eligibility.

2. e-Channel enrollment waives PAR.

Yes for others. No for HKID holders (PR and those who are not subject to immigration control).

For those who are PRs or not subject to immigration control, the e-Channel is a matter of identity verification. Unless the person is wanted, the Immigration Department does not have authority to hold the person once the second gate has opened.
