Just spot the ambulances outside and this will tell you!

JW Marriott at Business Bay is for returning residents only (they also have a cluster of ambulances outside). If you develop symptoms whilst staying ( a friend of mine did) then you are moved.
Its likely that quarantine will either be paid (5* hotel) by yourself or quarantine from home. It appears this was paid by the government but now its your responsibility.
