Given that neither Holiday Inn nor IHG have product stores on their websites, I'd say you best bet would be to ask at a Holiday Inn hotel. If possible, go to one that knows you as a repeat guest. Although I think it's unlikely, they may offer to sell you a set of unused sheets.
It's worth noting that franchise agreements between chains and individual hotels often have weird restrictions. It's been forever since I've seen a franchise agreement (and I never looked for this type of restriction), but it wouldn't surprise me if this type of sale is prohibited.
That said, I see no harm in asking a hotel.

If you can get hold of the housekeeping manager or even a GM at an IC they will almost certainly help. I regularly ask about about hotel fittings and fixtures. Recently at ICDFC and asked about their brilliant design chairs in Anise. They will be more than happy to help you. For most will be a distraction to a dull repetitive day.

I'll be sure to look into it. Maybe I'll order a set next time I'm in Europe although with the way things are going now, it could be a while...I'm crazily optimistic that I'll be able to go to Ireland this fall... (long shot, I know!)
Come to think of it, I do have an uncle that works at a Hyatt in Texas as a GM, so maybe I'll shoot him a message and ask him.
Yes, I know I'm weird asking for these sheets, but actually prefer the IHG sheets over the Marriott ones...I really like their feather pillows too...
