Any hotel which is "not available" could have been used for quarantine. Some hotels of course are closed, but if a hotel is not accepting bookings there is a good chance its used for such purpose...
Few weeks later, you can find out by checking travel review sites. And while I am sure hotels may have some sort of disclaimer guests would need to sign to avoid mentioning in their reviews that they stayed there for quarantine, some guests may not care and post reviews
Note, there are 2 types of quarantine hotels
1) The ones used for returning UAE residents, these are safer as its just a precautionary measure for people to be kept in them
2) The hotels used by hospitals to keep patients without symptoms once they are diagnosed. Of course, these may be the type you may not want to stay in. Dubai residents would know them from the constant sighting of ambulances at the front door
