You are not a transit passenger.

Therefore you will need approval from the German authorities.

Without that, DL will not let you board.

Evidence of a separate onward ticket ex FRA won’t help as DL’s obligation is to take you to FRA. If you cannot get approval to enter Germany, DL will not let you board.

I think you need to come up with a plan B.
