Travel restrictions will be lifted I think way before peoples will be wanting to travel again.
It's because of the Circle of Fear:
1) Countries are fearful of importing COVID-19.
2) As a result, countries implement testing.
3) Tourists fear that a potential false positive test will leading to quarantine.
4) As a result, tourists don't wanna visit.
5) But countries do not want to allow tourists in unchecked because.... (Jump to 1).
