A number of credit card issuers, and indeed governments, have announced that a voucher constitutes a refund (force majeure, etc) and that other remedies are not available (chargeback and suit will fail and/or have no support). I'm not saying this is right, just the way it is. It is unclear of course whether the airline has refunded Expdia, and Expedia is playing funny games, or if indeed the airline has merely issued a voucher.
