You should be able to call now. It's painless, the longest part will probably be waiting on hold these days. I don't think they expedite the new card, but in practice you don't need it for the card to function as a CSR as far as benefits/earn rates go. Chase PC's are instant, so you can use your existing card as a CSR until the new one arrives.
