The customer preference for single-use toiletry bottles is the issue.

The extent of that preference may vary among individuals based on personal tolerance level (I can put up with most things) and room price.

Marriott management would be remiss in declining to consider the totality of the circumstances in evaluating whether this seemingly cost-saving policy is functioning as anticipated, in this day and age.
