I am guessing you mean the Price Sakura Tower, as that is a CAT 6 hotel and will cost 200K points for 5 nights. The Prince Gallery is category 8 and is beyond your stated budget. That being said, even though Shinagawa area is not happening as such, the proximity to the trains is a huge plus.. The hotel itself is nice but don't expect any major upgrades as a Platinum. Large rooms and a decent lounge; the hotel is tranquil and quite pretty. I imagine you will be taking the train out a lot to go see places - but that is not a big deal being in Shinagawa; bonus - wake up early, go through the station and upstairs to the blue bottle coffee at Atre. Sit there and watch the office workers funnel through the station. One of the most mesmerizing sites to behold. There is plenty liveliness on the Konan side of Shinagawa - but it is not quite like Shibuya.
