I don't think that's accurate.
Here's the applicable fare rule from the same AUS-STO fare I was reading earlier; this is the section for partially-used tickets:

So, this means that if a passenger purchased a ticket on June 1, 2020, for travel from September 1, 2020 to April 1, 2021, then -- as I read it, anyway -- after flying the outbound, they could cancel the return at any time and rebook until June 1, 2021 (end of ticket validity) for travel through September 1, 2021 (one year from the date transportation commenced).
For wholly-unused tickets, the rule is that the travel must commence within 12 months of the purchase date.
I do understand that there may be some fares in the wild where these rules differ -- the guidelines on
Jetstream are clear as mud -- so, again, I'd check the fare rules prior to purchase.
