Prior to these rules beimg introduced, airlines would allow Air Traffic Controllers to sit on jumpseats to allow then to get a feel for what happens at the other end of the radio. Oh that's reassuring! So an ATC is trusted to sit a desk in Swanwick (or elsewhere) and not deliberately guide planes into each other, but can’t be trusted to sit on a jumpseat (having gone through suitable ID checks) where any terrorist activity would result in his/her own death?
