Surely they must believe that the same rule applies whether the OP departs from SAN or from LAX. It doesn't help with the immediate problem of returning to Switzerland or at least leaving the USA very soon, but the OP should file a complaint with DOT.
Airlines are liable if they transport someone who is not authorized to enter their final destination. I am pretty sure that almost no one would accept a picture on my phone of entry document even if I had a note from someone who said it was OK. AND then to add if you don't accept this somewhat suspect documentation I am going to complain! SMH
I feel for the OP and don't think a pile on of "its your fault" is appropriate. But neither is blaming the airline.
