Hopefully the reciprocity thing won't be more than a political statement and places will reopen to the UK anyway. If I was the Italian government, I would gladly welcome people to come and spend money in my country as tourists, and I wouldn't particularly care if they have to deal with a quarantine when they go home -- especially if it traps their own nationals who might have considered doing tourism in country X Y Z to do tourism in their own country.
