How do you expect to get into China next week? And if you are now in Shanghai, why not have a local book and pay for you?
Why should I use an agent? I always book direct. Better points value in most cases. If I use an agent, the points accrual is almost always less due to the fare class they book. And if there's a change, I have to call them, and then they call the airline... easier to work with the airline... at least most airlines.

Is this airline so incompetent they can't even handle booking a reservation and accepting payment?

I'm in China. Why do I need a local to book an airline ticket? It shouldn't be complicated, especially for an "international" airline.
