Restaurants in casinos are actually already allowed to be reopened as part of Nevada's Phase 1; the Gaming Control Board ultimately still has jurisdiction but stated last week that they will place no additional restrictions on casino restaurants. Whether it is a logistical impossibility to reopen a casino restaurant while the casino remains closed is a different question, of course.
