The whole pool and beach shutdown is idiotic. As noted today in NYT, the risk of catching COVID outdoors is almost nil provided you observe social distancing rules (I think in China there was only one documented instance of such transmission, and it was between two people walking together and talking).
The risk is that people do follow distancing as is typically the case during spring break, vegas weekend pool parties etc. But the solution is to enforce the distancing requirement, not to shut down all pools. The Wynn pool we visited on a Sunday a few years ago was quite tame without people piled on top of each other. And my recollection is that the Bellagio pool scene was typically families separated into groups. This was also my experience recently on California beaches where nobody was within 10 feet of another family.
