Yeah, especially in South Africa, where there is a tendency for the goverment to fudge or withhold the figures when it comes to sensitive matters like crime. There are good reasons to believe that official statistics significantly underreport both homicides and road traffic accident fatalities. The actual figures may well be some 50% higher. (Source )
