Wauw, you certainly apply a generous interpretation. It is a recommendation (as stated above it is a 'wish list' from the EU Commission) and only applies if the traveller accepts a voucher.
There is nothing in the statement that changes the right of the pax under EU Reg. 261/04 in respect to rebooking to a later date at the convenience of the pax (to be more clear, rebooking to a later date at the convenience of pax is subject to payment of possible fare difference).
