If I don't get the points back, how long would I have to rebook? I can't seem to find Chase's policy about this, just Jet Blue's.
Have you actually tried to price it out using JetBlue points rather than CSP points? Redemptions can be variable when using B6 points. I've seen them as low as $0.01 per point and as much as $0.15 per point. Also, when you book with B6 point, the redemptions are always for Blue fares as opposed to Blue Basic. Just saying that it's worth checking before you assume that you will come out ahead with the 1.25% to use Chase points.

To answer your question, under normal circumstances, if you cancel after 24 hours, then you would not be able to get the CSP points refunded. JetBlue does have waivers in place now for changes, and those would apply with their own points, but I'm not sure if/how it applies to Chase points. Maybe someone else here has experience with that?
