Proportionate or not, I imagine IHG are strict to encourage members not to abuse the system.
I threw in unfair contract term and/or unconscionable conduct, I don’t know whether they’re available in OP’s jurisdiction.

I believe I was able to convince my regulator that they were, and my bonus program operator was obliged by the regulator to settle with me.

I do not believe US states have a regulator like ours in HKSAR. So OP may have to settle for less just because of regulatory environment and identity of defendant party (non-regulated).
