I think the issue with TAs is that they have a monthly BSP (Billing and Settlement Plan) transaction with the airlines. If you just miss the cut you have to wait nearlt a whole month for the refund to be sent and then another month for the refund to be received by the TA. Most TAs will not refund until they have the actual cash in the bank as apposed to it having been approved by the airline.

Things may have changed a bit since I moved to Dorset but we used to have to manage expectations significantly for those pax who had just missed BSP cut off.
