Given it is likely years for any airline to be robust - UA needs 100% attention by all departments on how to survive - what the new airline will look like - where they will fly - they need a tactical plan than can be executed asap. They will have to cut drastically, Quite frankly, I want them to think very hard about the cuts they make - because those cuts will determine how they may grow again in the future.
After the tactical plan is developed - then attention can be given towards long term strategic operations.
