This whole setup is more of a deterrent to masses... "lock yourself in the room" is completely nonsensical - once probably risks virus spread via hotel air ducts faster than by walking outside away from crowded areas..
if i had a failing business or own place there or just plenty of time with no ties to present location i'd just go and sort out... ymmv of course
