I read on another forum someone received a similar notice about their Dutch issued Visa card. The card issuer in that case explained it had to do with changes in Dutch law 'Wwft' (Loosely translated: Law to prevent money laundering and financing of terrorism). I am no way an expert here, but some Googling showed me there apparently are some more rules now for when a 'client investigation/report' is needed. What transactions should be reported (total sum €10.000+, not only cash, now also card) etc. So it indeed seems to be a regulatory measure. If you want to know more, that would be my starting point for looking.
