I think putting SEMMs before J/SE is trying to slice it too fine. Another layer of complexity for little value.

As for MMs, I don't really think they should be in Z1. It's very easy to make MM without ever being SE, so I don't think they should get SE privileges in boarding when everywhere else they get 50K privileges.
