CI would not be keen to operate flights as they have enough cargo planes to transport just cargo. 14 day quarantine rule will also be hectic as many business travelers only need to be there for a day or two and leisure travelers will not want their vacation being wasted in hotels.
I use TPE as a transit location, flying USA-TPE-CNX. If no transit passengers are allowed, I cannot see how the once daily TPE-CNX flight is viable. It used to be a A330, and often full. (Of course now, both Thailand and Taiwan have closed their borders.)
