You should see "transfer a balance" on your card screen on your Chase account online and if you follow through that link it should clearly state the terms of any transfers you conduct. Make sure you confirm that you're getting both the 0% APR and the $0 fee.

You'll earn points with Citi normally as if you had paid the Citi bill yourself since as far as Citi is concerned it's just a credit card payment. The balance that transfers to Chase won't be eligible for any points, though the Slate card doesn't offer any points anyway so it doesn't matter in this case.

This is different from the situations being discussed upthread which are about transfers from one Chase account to another, though the general principle that, under normal circumstances, you can only earn rewards (points, credit toward a spending threshold) for spend once applies to both situations.
