I finally bowed to the coronavirus travel realities and went to cancel reservations for a trip. After signing in, clicking on my name (to get to my account) had no effect. I reloaded the page, then clicking on my name took me to my account. I tried to cancel a reservation, but clicking on the box acknowledging the cancellation policy had no effect. This became a typical behavior; usually a freshly loaded page would not accept any clicks.
I was able to cancel a reservation by going to the reservation details page and then clicking cancel (after reloading the page) rather than trying to cancel directly. But then the cancelled reservation would always appear when I tried to view my next (existing) reservation. In other words, the web page would show me my next existing reservation, but clicking to get details would show me the already-cancelled reservation. Clearing all IHG cookies, logging in again, and loading web pages twice allowed me to cancel a second reservation. But there was a better way.
What I discovered is that I can cancel a reservation without logging in by going directly to
https://www.ihg.com/hotels/us/en/pay...rmationNumber=[res #]&lastName=[last name in all caps]. I had again cleared all cookies; I don't know if that made a difference. I did get the web page and the email confirming cancellation. I hope this helps someone.
