Other programs can offer it too. Rosewood Elite TAs can get guaranteed early check in and late check outs at some properties. As an example, at Hotel de Crillon, I always confirm at booking a 10am early check in for clients arriving on a red eye across the Atlantic and 4pm late check out.

Virtuoso does have early check in and late check out confirmed at time of booking across some properties as well. Staying with Paris examples, the Ritz Paris allows it to be confirmed at time of booking (along with the room upgrade + complimentary roundtrip airport transfers w/ VIP meet & greet).

And of course your TA's personal relationships with specific properties can trump the policies and get you confirmed.
