Yes. Admissibility is always the responsibility of the passenger, except where specifically listed in the fare rules.

Now, countries that have that level of restriction are seeing a lot less travel, so it's entirely possible -- perhaps even probable -- that UA will cancel your flight. But, if they operate it, they will not give you a refund on a non-refundable ticket merely due to a quarantine requirement.
