FCO says Malta is not accepting non-essential flights but BAH have not yet cancelled flight/hotel. I have received an email from BA regarding vouchers, but it mentions bookings made after early March 2020. Am I still eligible to claim a voucher?
Yes, all bookings until 31 July are in scope, there are two strands to the policy, the other relating to more recent bookings, but for all travel until July is in scope now, see the wiki and main Rebooking thread for more details.

BA Holidays seem to be cancelling close to the 3 weeks point anyway, so I would wait until nearer that time, then a day or so before that deadline call BA Holidays if you haven't had an email. If the flight gets cancelled then you can call sooner. Don't opt for an eVoucher unless you understand the various advantages and disadvantages of it, your default should be to look for a cash refund.
