I suppose it's plausible they are noting when the threshold was crossed, but I kind of doubt they are adding a separate counter for this, but who knows?
I had over 5k spending YTD, crossing a threshold at some point during the last billing period most likely before 4/15. No idea how much of the 5k spend was leftover from last year.
So I suppose your theory is possible if they didn't simply make a mistake.
Curious to see more data points.
