My guess is during a routine billing for points between partners, there was an audit at the car rental company resulting in the car rental company balking at paying American for something they already remitted payment. From there it was referred to AA corporate security department. Once AA corp security gets a whiff of the strange low tech or loophole, look out!!
A loophole is when someone gets an advantage by following the rules. Submitting someone else's car rental receipts to get miles for your account is simply stealing.
