Nope, according to the LH HON line he can transit through Frankfurt. Just can't enter the country. They were unequivocal about this.
Edit: It's not a huge deal if they turn him away. I can just put him on the SAS flight direct that morning if things turn south. Right now the ticket on Swiss is 150 GBP or so and 400+ on SAS, but if we have to bite that bullet so he can join that's fine.
