Again Greece has not banned EU citizens from visiting its country, it's just that all GR arrivals currently require 14 day quarantine and I am not sure it will be released until June. I am sure GR will want to do so as soon as possible, not only because of tourism but because of its huge expat population.
At the same time however, the Greek government was very well aware of its own healthcare limitations and imposed fairly harsh curfews early on (which still haven’t been lifted) despite the fact that it had a significantly limited number of COVID related deaths (unlike the UK government that has treated this whole situation as a PR and not an epidemiological crisis and in cases where it acted it was a bit short and a bit late).
i can’t see how Greece can allow visitors when the holiday destinations barely have functioning healthcare centres.
Forget respirators - a broken leg in Mykonos means an airlift to Athens for treatment.
