Eh. I'd say the rental scam is super clear cut as a violation of the rules while the Citi situation was not, at least for 95% of the
offenders. Put another way, AA is shutting down the rental receipt violations and is able to very definitely prove it out, on the Citi situation they claim things about the credit card applications that aren't true.
