AFAIK the only way you'll get an Italy place of sale for a ticket that doesn't depart from Italy is to use a travel agent. When buying from the call centre or website, place of sale will always be the point of origin. (Not sure what will happen if you walk into the EK city office in Italy, although there's every chance they'll say no for any ticket not ex-Italy).

I wish you luck, but even if you could issue the tickets, I would speculate that one of two things will happen reasonably quickly in case of "abuse" of this loophole - either (i) you will face consequences as a passenger (e.g. closure of Skywards account, blacklisting), and/or (ii) the travel agent will stop issuing these tickets for you, after receiving warnings from EK.
