I don't even need to go back that far. I've had plenty of absolutely awful cars in the past 10 years. Most of the dirty, smelly, damaged beaters all kind of blend together in my mind but I remember an awful Malibu from an OKC HLE and something (Corolla maybe?) with multiple damaged body panels at PHL.

As far as best Hertz car: BMW 530i for a week last summer at ALB on an award rental using points (booked Premium/G).
