To me, I could easily imagine someone making a mistake once or twice and submitting a spouse's rental car receipt (or from someone else in the household, a business oolleague's car receipt for a trip that was taken together, etc.) without realizing that it was in another person's name. This is different from buying the receipt on the internet or trading to get one.
Could AA have discovered some rental car receipt brokers out there?
There were people selling/trading the rental car receipts to reinstate miles
