Here's an update. A claim was opened by Budget when I returned the vehicle. I filed a claim with AMEX, the credit card I used for the rental. To date, Budget has not charged me for the claim, and I have AMEX insurance pestering me for an update. It's comical.

I also check for any damage on vehicles, especially more with Enterprise affiliated agencies and Budget. I used to work for the latter in Vancouver and I am aware of how they operate.
