The main issue I ever faced was from CDG security staff (Securitas? G4S?) weighting your luggage before custom (especially at T2E) and sending you back if it exceeds (I think) 12 kg. That usually applies only if you go through regular queue though, not the SkyPriority one, that queue being hidden behind.
The times I remember when this happened to me was in Toulouse. And yes, it quite likely was security, you're right. Toulouse has extremely [censored] security staff.
