Data Point: For a trip which was supposed to be scheduled for next week, I was able to get a refund on a originally non-refundable Seville hotel booking on Agoda (a subsidiary of Booking). Originally, I checked the booking information 2 weeks ago and the booking conditions section of the page was disabled for me saying something along the line of "Non-refundable" and I checked two days ago for the same section and the cancellation option was enabled with:

"This booking may be affected by a current emergency or developing situation. Due to these exceptional circumstances, Agoda will waive all fees on cancellation for your affected booking"
I initiated the cancellation and received the refund back into my credit card in two days. YMMV but I originally contacted the hotel many weeks ago and they ghosted me and haven't responded since but glad I was able to get a refund!
