I believe the risk has been assessed based on projected loads... so a train journey in a carriage that's restricted to maximum 30% of capacity, bringing people from around the local region who have been subjected to the same controls for the past months. Versus a plane journey that brings people from all over the world and who could have picked up anything on the way.
